CPI Differs from CPI(M), keeps Option Open for Alliance with Congress

The CPI leadership hopes that at the April congress of the CPI(M), the general secretary of the CPI(M) Sitaram Yechury will be able to get the political resolution passed with some changes which will empower him to take measures for electoral understanding with the other parties including the Congress to defeat the BJP at the elections. The Communist Party of India(CPI), the second most important Left Party in the country after the CPI(M) has given a call for the widest possible mobilization of all secular, political and mass organisations to counter the neoliberal and the fascistic offensive of the Modi government and the RSS. In a no holds barred approach to the BJP and the Modi Government, the CPI has taken the position that the BJP has to be defeated at all costs in the state assembly elections as also in the Lok Sabha elections in 2019 and this requires the formulat6ion of a flexible electoral tactics taking into account the respective political situation and strength of the respective secular parties in the states., which include the Congress.

Thus, the CPI has taken an unequivocal position for ousting the Modi government taking the help of all secular and anti-BJP forces including the Congress its draft political resolution for the 23rd congress of the Party to be held in Kerala from April 25 to April 29 this year demarcates itself from the CPI(M) draft political resolution in its tactics on uniting the secular forces including the Congress for fighting the BJP in the coming elections. The CPI(M) has  made some contradictory observations regarding the building of an anti-BJP front and unless the confusion is made clear at the coming Hyderabad Party Congress, the CPI and the CPI(M), the two main communist Parties will come after the Congresses with a bit different stand which  is  bad for both the left unity as also the building up of united anti-BJP  front against the BJP.

But still, the CPI leadership hopes that at the April congress of the CPI(M), the general secretary of the CPI(M) Sitaram Yechury will be able to get the political resolution passed with some changes which will empower him to take measures for electoral understanding with the other parties including the Congress to defeat the BJP at the elections. This is a primary task of all left forces since the BJP is saffronising the institutions of the country by making use of the Party is in power. So the removal of the BJP from power at the 2019 Lok Sabha elections is the primary task of the democratic forces including the Left and that cannot be undermined by resorting to ideological semantics. If the former general secretary of the CPI(M) Prakash Karat   whose draft was approved at the last central committee defeating the one submitted by Yechury, agrees to incorporate the assessment of Yechury about the electoral tactics, there is every possibility that the CPI(M) party congress will also come out with a full-scale mobilization against the BJP in all areas as the prime  policy before the 2019 Lok Sabha elections. Karat has in fact given some hint at his recent article in the Party organ that the Party leadership will take into account the sentiments of the left and secular forces to take all measures for removing BJP from power.

If this development takes place at the Hyderabad Party Congress of the CPI(M), that will give a big boost to the Left consolidation efforts and facilitate the building of an all-out unity of the secular forces including the regional parties and the Congress.  Sitaram Yechury, if elected for the second term, which is likely, will have full powers in navigating the CPI(M) at this crucial hour of the national politics. The developments before the Tripura assembly elections, the RSS offensive in Kerala and West Bengal are enough indicators for the supporters of Prakash Karat to dilute their earlier rigid line and stand behind Yechury in his all-out efforts to mobilise the secular forces including the Congress.

It is recalled the CPI in its Puducherry Congress has concluded that the formation of the Narendra Modi government is not an ordinary change of government. It is not that a bourgeois party has been replaced by another bourgeois party. The political resolution of our 23rd Party Congress has concluded that the Narendra Modi government represents the interests of corporate capital, reactionary communal ideology and has fascistic tendencies.

“The three and a half years have proved our assessment right. The danger of fascist take over is becoming real with RSS taking over the reins of power and penetrating in all wings of governance, the country is really facing the threat of fascism. One such a situation the ouster of BJP from power has become the primary task,” the CPI resolution has said.

This government has destroyed all the basics of building a self-reliant economy by showering all concessions on corporate houses, opening all crucial economic sectors to MNCs and other tools of International Finance Capital, the economy has been plunged to a deep crisis. Simultaneously the Narendra Modi government is leading to political and social chaos by eroding the fundamentals of our secular, democratic setup, particularly the country’s constitution.

As far as electoral tactics is concerned, the CPI view is there cannot be one tactics for the entire country, though there is the common goal of ousting the BJP from power. Electoral tactics has to be worked as and when the party faces an election. In states, the tactics has to take into consideration the objective political situation in a given state and co-relation of political forces there. Apart from furthering our march towards building a left and democratic alternative, the electoral tactics should also ensure due representation to the party in a house going to the poll. Representation in elected bodies should start from winning seats in Panchayats and other local bodies.
